  • Malaysia’s government-funded Global Learning Pass is now live, giving 100,000 Malaysians three months of free access to more than 16,000 courses and Professional Certificate programmes on Coursera, and early take-up has been strong, with 12,900 learners signing up for 43,000 courses within the first three weeks.

The Ministry of Digital funds the programme through MyDIGITAL Corporation, with Coursera as the learning platform provider. It is open to all Malaysians who hold a MyDigital ID, and it covers courses in AI, technology, data science, business and digital literacy from leading universities and industry partners.

Registration is done through the Rakyat Digital portal at http://www.rakyatdigital.gov.my. Users log in with MyDigital ID and join the Coursera Licence Waitlist, providing an active email address and agreeing to the platform’s terms. MyDIGITAL advises learners to register on Coursera using the same email address linked to their Rakyat Digital account, so that learning progress and certificates synchronise automatically.

Licences are being released in four cohorts of 25,000, with each batch receiving three months of complimentary access. The first cohort began on 16 September 2026, and subsequent intakes follow at three-month intervals, subject to eligibility and availability. Based on Coursera’s standard subscription pricing of USD59, around RM240 a month, the pass carries a value of roughly RM720 per participant.

The programme carries conditions that learners must observe to keep their licences. Participants who fall inactive receive a reminder email on day 14 with a 48-hour window to resume. If the requirements remain unmet, licence revocation begins on day 17, the learner’s access ends and they are barred from reapplying. Learners can therefore treat the three-month window as a firm deadline to complete a chosen course or certificate track.

Demand has concentrated in Selangor, W.P. Kuala Lumpur, Johor, Pulau Pinang and Perak. The most popular course so far is Understanding Digital Transformation, a roughly two-hour beginner course built by MyDIGITAL Corporation using Coursera’s Course Builder. It covers the technologies shaping Malaysia’s digital economy, including cloud computing, modern data centres, AI and machine learning, blockchain, the Internet of Things and 5G. Google’s AI Fundamentals, Foundations: Data, Data, Everywhere and Foundations of Project Management follow close behind.

Interest in Coursera was already climbing in Malaysia before the scheme started. The platform counts 1.1 million registered learners in the country, up 17% year on year, with 2.1 million total enrollments recorded. Generative AI content has drawn particular attention, with 54,000 GenAI enrollments in Malaysia so far in 2026 against 28,000 in the whole of 2025, equivalent to roughly one enrollment every eight minutes. MyDIGITAL is one of four government customers for Coursera in Malaysia.

The initiative supports the Malaysia Digital 2030 Action Plan and the National AI Action Plan 2026 to 2030, the roadmap behind the country’s AI Nation 2030 ambition. That plan targets a place among the top 20 countries in global AI readiness by 2030, with AI projected to contribute more than RM60 billion to Malaysia’s GDP. The urgency behind it is documented: the World Economic Forum’s Future of Jobs Report 2025 estimates that 41% of core skills in Malaysia are expected to change by 2030, above the global average of 39%.

YBhg. Datuk Fabian Bigar, Secretary-General of the Ministry of Digital, said the programme forms part of Rakyat Digital’s Awareness, Access and Adoption approach to building a national digital learning ecosystem.

“Through Rakyat Digital, driven by MyDIGITAL Corporation, the Ministry is committed to making AI and digital learning accessible across all segments of society,” he said. “Expanding access to globally recognised courses and professional credentials through Coursera reinforces our commitment to building a future-ready workforce. Our primary objective is to empower Malaysians with relevant skills so they can participate confidently and equitably in the digital economy.”

Anthony Salcito, Global Head of Enterprise at Coursera, said Malaysia is setting a benchmark for how a nation can prepare its people for an AI-powered future.

“What makes this initiative particularly meaningful is its scale and progression, building a culture of lifelong learning that is integral to Malaysia’s AI and digital transformation agenda,” he said. “Through MyDIGITAL Corporation, Coursera is honoured to bring its global learning ecosystem to Malaysians, giving them access to skills and credentials that can help them stay ahead in a rapidly changing world of work.”

The Global Learning Pass is one of several offerings under the upgraded Rakyat Digital portal, relaunched by Digital Minister Gobind Singh Deo in August 2026. The portal separately offers free three-month access to selected generative AI applications for up to 100,000 Malaysians aged 18 to 30 who complete five prescribed learning modules, and an AI Builders Club was scheduled to begin in October 2026.

Coursera itself completed a combination with fellow online learning platform Udemy in May 2026. Together the two platforms reach more than 300 million learners and over 12,000 enterprise customers worldwide, including more than 75 enterprise clients in Malaysia across companies, campuses and government bodies.
